The Public Service Division (PSD) is the central people agency of the Singapore Public Service. Our work impacts the 130,000 public officers working in the 15 Ministries and more than 50 Statutory Boards.

As the central people agency, we:

Set the direction of HR policy, including the guiding principles and framework, while the Ministries have authority over the administration and management of HR functions.
Develop bold and forward-looking public sector leaders.
Work on policies in the areas of leadership and capability development, rewards and recognition, and the promotion of quality services in the Public Service.
Champion change in the Public Service - whether it is organisational change or anticipating change.
Promote best practices and ensures that the skills of public officers remain relevant and up to date.
Study and propose solutions to long-term strategic issues across agencies.
Develop processes and platforms for whole-of-government policy discussion and creation.
